Not all native English speakers have good English (especially for writing). In fact, many non-native English speakers have superior written and spoken language, particularly when it comes to grammar.
It’s called hard work, intelligence, and intellect - which are not bound by nationality, race, or skin colour. I have relatives who have never left the UK yet their writing skills would make your eyes bleed. I have friends who fled war zones on different continents, speak English as a third language, and can write exceptionally all day long.
Native is the highest level of knowledge of a language. It doesn't go beyond that. It goes like basic, intermediate, fluent, native.
But there's also fluency yes you may be brought up with that language (native) but your fluency will be limited based on your education. In England people study English as a language to make them fluent. But technically everyone would be a native English speaker. Thers is differences its just people assume that because they're from the country they can speak it fluently.
