I have a few blogs ripping my tech blog's feed

    www.bandwidthblog.com this is mine

    www.tightreviews.com is the scraper

Will I get penalized for duplicate content? Can the bot pickup who published the news first?

If the scraper site is being indexed before you... that might be a problem.

Whatever google picks up first will normaly be deemed as the original content.

Chances are, if everything is scraped on this site, it will have little value to google and you will be ok, with original content.

If you are unsure, why don't you report them to google

I think this is generally true, but according to Matt Cutts, the page with the most links leading to it is deemed to be the original. He stresses making sure that any syndicated content (article sites, press releases, etc) have a link back to the main copy of the article if it is posted on your site.

If someone is using RSS to grab your content, you can turn that off in the WordPress admin.

Options > Reading > For each article, Show: summary

This just includes the excerpt in the RSS feed.

IMHO, anyone who allows the full content of an article to be included in an RSS feed is asking for trouble with blog spammers.

    Thanks for the feedback

I always deep link our posts so the content on the scraper site has links to me ... that should help seeing as what Matt Cutts said about back links
