The answer clearly is: content AND links. Links improve ranking and content improves the probability that a search engine will find your page at all. The overall result is the product of both - therefore both factors are important.

In my opinion, for the stated goal of ranking on Dog Obedience Training, I think you need links. Your starting to get a nice collection on your site, but you need them targeted to your front page. Additionally , at a quick glance I could only see a handful that were not PR N/A, you probably have enough links to have a reasonable profile with a few more higher PR links. I tend to think, the PR 0 or N/A bring up the numbers to have your link profile look good, but its the higher ones that will actually rank you. Thats what I tend to think.
