I already have one ad running on the content network in a particular niche. I would like to know, is it possible to create another ad for the same niche and have them running at the same time (ie: appearing in positions 1 & 2 at the same time)? Is this illegal?
Google doesn't permit multiple ads from the same or an affiliated company or person to appear on the same results page.
What if I open an account in a family members name... and I create a new ad with a new landing page (still advertising the same product)? Do you think that's a good way to get around it? Or is that a sure fire way to get myself banned from adwords!
The latter. Google are smarter at this than you and have a lot of experience in people trying to trick them. I'm sure someone can pop up and give you loads of guff about using proxies, and different IPs and fake names, and temporary credit cards....but is it worth the risk (and the time and effort) just to get an extra ad shown?
some people do as you described to try and get around google. I suggest finding a similar product in the same market and running another campaign for that product instead. you can do this under MCC and google does not have any problem with it.

you can have as many ads as you want i think ive seen people use hundreds of ads together with speedpppc and adwords editor
it is possible to have your ad show twice on the same page in the content network - I've seen it a lot. I don't think you'll be able to control it because after all it's the content network and you let Google do most of the job of deciding where your ad will show. you can open a new campaign under the same account and no need for a new account. Google doesn't ban you for having duplicate keywords in your account and your ads will show on both ad groups.
I can tell you that google does allow the same display url to be present on the same page for the content network. It doesn't happen all that often, but I have seen it enough to know that it can happen. However, you will not see the same display url in 1 ad block on the page.
