I have a custom content management system, where all the website is accesed by index.php file, and the urls are like this: index.php?cat=blabla&id=45

It is good for search engine rankings, or they will consider that i have different pages ?

A CMS is a system that stores data. So Blogger to Wordpress, Joomla, Drupal to a simple HTML page are all CMS.

Wordpress and Joomla can be modified to make the system SEO friendly.
