My idea about how it works - Google can read, but it cannot really make a difference is it a good content or just original but pointless content. So it needs users to "tell it". The way users can communicate is with how they act on page - how long they spend time reading it, do they leave or read something else on the site and with linking to that content, or speaking and recommending it in social networks. The problem is that you can fake this part - you can buy links, ire somebody to make those positive reviews, think of ways to get some positive user interaction data and etc. So and then kind this user feedback or simply links become the king, and content is simply the queen, because it needs recognition, it cannot stand on its own.
