Use something like http://whois.sc. If the domain has whois protection, you probably can't find the owners email.

see the whole page of parked domain .. you may see any websites name saying this domain is parked with .... website for example parked with sedo.com etc . if it is not mentioned, then see the html source of it , you might find information about the parking provider or hosting provider . then you can contact them at ask about buying that domain . or else search in who is .. you may find e-mail id or see the name servers you can find the hosting provider or parking provider . example name server ns1.sedoparking.com denotes parked with sedo.com
by the way may i know the domain name you are thinking to buy

Google the domain name to see if it shows up on any auction sites.

all of the above and if all fails, try a certified offer via network solutions to get their attention.

Try whois.net to find the owners details and then email them.

Some parked domains have links that allow you to buy the domain.
