i understand that to be favorable with search engines (and therefore traffic), one has to add and update content often. for an informative website on, say, college admissions, won't there be no more new content by the time the site is up? how do you "update" the content if all there is is already written?
You don't have to update often to get a good search engine ranking, although I'm sure that regular updates do help. I don't think you'll be penalised for having a site that isn't "updated" regularly - I run several sites that only get changed when the product catalogue is updated and that's at most once or twice a year.
yes i am agree that its not necessary to update the site regular. you ask Gbot in meta tags to index after 30 days or 15 days.
