Consolidate all the "Sticky" Threads / "Rules"

I'm wondering if it would be possible to have a single forum where all the Rules & Sticky threads as to what is acceptable and not acceptable can be moved to and/or consolidated to.

The help section for the site seems a bit out-of-date and with a forum this large, it is very easy to miss something that is posted as a sticky because it may include the "rules" or "modified rules" as to what is/isn't acceptable for some types of posts.

When a member asks for an explanation here as to why they've received an infraction, many of the mods simply point them to a sticky thread.

By consolidating all these items into a "Help" section, users can simply go and read everything there in one nice, neat section.

 

We've talked about it before, and we'd love to. But it's not in our hands. And if we consolidate them in the areas where they are, they won't get read - as I believe Rob put it a while ago, most members don't read anything but the title. So if it's not summarized that way for them, even fewer people would likely read them, and our job would be that much harder.
