Well, technically you could with say DynDNS http://www.dyndns.com/services/dns/dyndns/ . However, you might want to check with your ISP to see if you can host a site on your personal account because for most ISPs, it would be a breach of contract if you do so and may lead to the termination of your internet account. Business classed Internet Accounts with static IPs may come with the rights to host your own site behind their network.
what about security? about some changes in your ISP provider.... in all this time your site will be down. If you dont care about SEO and SERP...
JimKarvo, To be honest, that isn't the best idea to run a server off of your main pc. (Usage, power outages, electricity bill, security, longer wait time) It is just worth it to buy a server for $5.00 or lower a month, just my two cents.

it is a waste of money. unless if your site cannot be catered by a shared server, like a site that gets too much traffic.
