confused

I've joined the site since 2009, but I'm still confused. lol. I never come on due to being confused. lol. Some places say I can post.. then I cant post.. Ihave to create 7 post here.. I just get frustrated .. BUt here I see I can create a thread! Yay.. lol. I wanted to know where can I get a person to advertise my business and promote it & of course I will pay them. But if this is the wrong place, then tell me please. Thank you
