cost of clicks is based on your daily/monthly budget and also depends on competition. If your keyword has too much competition then google will increase your cpc to get impression of your ad. You can set the maximum cpc rate so it will not exceed the limit.
I see from the google that something related with bids for every keyword, i have set the budget for dairy, and max cpc, but i don't know the bids mean what?
My understanding is max cpc is the max you agree to pay per click and wanna why you are paying $0.5 and sometime $2???

i run adwords and I separate the campaign into 2. One is for high competition and the other is low competition. To my surprise, those low competition keywords are more expensive than high competition keywords. Is this happen to you guys?
I just get two campaign in the same website, the two have the same related theme, so i don't come across your problem, IMO, it because your low competition have low postion and high bid!
