Computer Application Project

I am the deputy director for a Chicago based non-profit organization and we need to develop a computer database application that is searchable and sortable. The database needs to be able to work from a CD (search sort only, no changes to data) but also to be posted to the internet (search sort only, no changes to data for the end user – but I want to be able to update the data). The front end must be user friendly and visually attractive based on our design template. The design would be the same for the CD and the web.

Background: Currently, I have an autoloading CD that is essentially a mini website that I am distributing via CD. The current version has about the equivalent of 200 static html pages that people can click through. A large portion of the content is a product listing broken into multiple categories.

I need to update this to version 2.0. In this update, I want to put this product listing into a database so it is a) easier to update, and b) sortable, searchable, flexible based on the viewer's desire. The products need to be sortable based on product type, manufacturer, distributor, geographical location, and a few more basic elements.

In version 2.0 we expect to have approximately 1000 products that will need to be included in the database as well as about 50 manufacturers.

I am looking to get an estimate for someone to work on this project for me. Suggestions on what technologies to use and how much it could cost are greatly appreciated. Or if this isn't the correct forum to list it in and you know of a better forum, that would be appreciated too. Thanks.
