Submit an article to an article directory that contains informative, useful, original article with text links pointing to your site at the bottom.
if you are looking to buy hardlinks, then visit the buy sale trade section of the forum where lot of people selling them. most will sell links of dropped domains so watch out for those scammers. you can also post a WTB thread under buy sale trade section and people who are interested in selling such links will contact you.
