    1) that's right. there is no 'internets police'. BUT... if google decides you have partaken of a 3 way link or links *in order to manipulate Page Rank*, they will hit you hard, right in the kisser.

    2) He hasn't. He is trying to become an internet 'vigilante'. There is a difference between police and vigilantes.

    3) agree, he's wasting his time.

Hey if four websites it would be dumb not to tell your visitors about all four. Not only that having four websites is a great way to get high PR so instead of worrying about them building their backlinks you may want to send them an email requesting a link exchange with there websites. It is also a good idea to have a blog in your niche and link back to your website.

i just think its absolutely none of your business, because they are competitor so you gotta report them, why dont you face your own site and try and get good position inteading of trying to backstab another competitor. whos cares if they cross link?

I don't think that you can truly know the reason for cross-linking. Maybe he is trying to boost PR as your say, but maybe not. Either way, you have reported the site and if Google feels he is playing games they will take whatever action they deem appropriate.

So for now, I would say that there is nothing more that you can do.

doing cross linking is not spamming...over cross linking is spamming...and for that to be penalized , no need to report..Google does it on its own!

There is nothing illegal or against Google rules with linking your sites together, look at all the major website networks out there. If Google's algorithm penalizes it, that is their problem. You should focus on improving your own site rather than screwing over your competitors; we are all out here to feed our families, etc.
