If a competitor clicks on my ad pushes the back button and keeps repeating that will google charge me everytime or do they have a system that knows its the same person clicking me over and over again?

This is not the concern of martyhoward His concern is on how Google tracks several clicks of a same person and how Google charges these clicks Very bad karma indeed!
If you know where your competitor is located, you can try showing your ads everywhere but there for a while if you're running more than a local campaign. Maybe he'll get tired of trying to find your ads and give up. Some people are such cretins.
It's simple, if they pull it off successfully by using several different IPs then the guy running the ads will run out of money allowing the clicker to reduce competition on a term and dominate with their own keyword. Another method used is impression spam whereby a user constantly refreshes the same search reults through different IPs. This generally causes everybody's CTR to plummet and so makes it much easier for the spammer to rank higher when he inserts his advert.
