If you have 2 ad groups in a Google Adwords campaign that use the same keywords but different ads then how does Google serve the ads? In other words, which ad gets shown from which ad group? I assume that 2 ads aren't shown at the same time. Thanks

Google will never show 2 ads at same time. In case if your are running a new campaign, Google always give 1st preference to those ads which will look more relevant and specific in terms of keywords and landing pages. After that Google serve/show your ads based on your max cpc and quality score. Google will give 1st preference to those ads whose max cpc is high and quality score of keyword is great. As your ads are different your quality score may differ keyword to keyword.
You should never have the same keywords in different ad groups in the same account. Build a single ad group and include multiple ads, that's the way to go.
first off you should have the same keyword in two diff adgroups in the way you have done it. Please fix it... However to answer your question the text ad with the highest QS will be served over the other.
