Common questions to ask before hiring a web designer or programmer?

I plan on hiring an e-lancer (or is it freelancer?) sometime in the future so I figured that I should be well-prepped with questions that I may have before hiring one.

Do keep in mind that this is will be my first time hiring anyone to do internet services for me.

Common questions I've gathered so far:

    - What payment methods do you accept?
    - Turn around time to complete the project?
    - Will pages be optimized with SEO contents?
    - What's your rate?
    - Have you done any previous works and can I see your portfolio?
    - What form of communication works best for you?
    - Will I get any support from you after the project is completed, in case if anything goes wrong?

    Am I missing anything critical?

Any questions or suggestions are appreciated. Thanks in advance.

That about sums it up. You need to know how much hosting will be a month and the charge for a domain name. If the designer manages the site you need to know who the site is hosted with and the cost. If he is not managing your site then you need to know if you have to pay the hosting every month, what type of hosting you need, etc. Some host charge from 7.99-100. The high cost host use dedicated servers and thats for very high traffic sites that need a great deal of space. Other than that your other questions are good.
