-what those mean
-what can i do with this problem i always face this when do directory submission
-and why it often happen

 

You cannot do anything, the directory owner can.

May be because you have opened a lot of submit page with CAPTCHA at the same time...
Try opening one by one..

 

This happens in phpld if 'Force unique submit session' option for Admin Security section is switched on.
Not for all - but for many, many...

I also had similar problem when I submit to lot of directories at a time..

Open few submit.php pages of different directories with CAPTCHA - and gets the above error when clicking "continue"

 

Yep, all of it concerns unique session as I wrote above.
