I think he is actually promoting an existing program -- it is a program where you are required to get a hosting account (like ipowerweb or a similar site). Of course, the introducer will get the commission from the affiliate program. Now, for you to make money you also have to look for your own students who will pay that hosting package...and then so on and so forth...
