Comment box & Voting system code for my html page

    Hi all,
    I would like to create a comment box in my html page also I would like to add public vote
    if anybody click the vote now button the total should be increase, till now I didn't use any database for my website ,I hope I need to create a database for this two requirements, anybody help me to create these two requirement

    Note: One IP one person only vote in a day.

    Your own code is very difficult to create but I recommend disqus comments. Just check out the site.
