Seems like, Russia is planning now to use medium-range missiles as an answer to the US plans to build its shield in Poland and the Czech Republic. Intermediate Nuclear Forces (INF) Treaty of 1987 forced Russia to destroy 1,847 medium-range missiles and US 847 medium-range missiles in 90s. Now the thing is, if that happens as it goes now, that shield in Poland and the Czech Republic will not be able to eliminate the medium-range missiles.
