However, it will not have to need anyone to sign up.

Basic functions:
ADMIN- Approve/Disprove Submissions (Mass as well)
ADMIN- Email users (email addresses needed to be stored)
USER- Submit story (as well as email address)
USER- Categories of stories (choose when submitting)
USER- Vote if they "love" or "hate" stories

I will send you a sliced .psd file, you will need to integrate everything.

$60 is rather low :s
to create a script and integrate it in a design that isn't coded yet.
