Coder needed (I think?)

    Please forgive me if this is the wrong place to post this, relatively new.

    I have an idea for a site and I need some assistance in realising it.

    What I would like to achieve is the following:

    I want to create a function on my site whereby, through clicking a button, the end user is taken to a URL. Simple, but heres the complication I need help with.

    The URL they are taken to is selected at random from one of several lists. The lists will each be given a weighted value, whereby the URL's contained in the list with the highest weight will be displayed more frequently that those with a lower weight.

    By this I mean a URL in the weighted 10 list will be selected 10 times more frequently than those in the weighted 1 list. I don't know if I am being clear enough here.

    Without wishing to fully expose my business idea, the plan is to sell weighted URL positions at incremental values up to a weighted 10 URL.

    Ideally, following payment, I'd like the advertiser to be taken to a form where they submit their URL and it is automatically added to the correct list.

    Just to add one final complication, this all has to be monitored by time. Each URL will only stay active in the respective URL weighted list for a month from purchase.

    To summarize, for the user of the sit, their experience should be to simply push a button and be taken to a 'random' site. From and advertising perspective, the money paid, the higher the weight of their URL, the more frequently the users will be directed to their site.

    Firstly I hope that is clear, and if so, can anyone tell me if it is A) possible, and if so, the obvious question to follow is B) how much will it cost me for this kind of integration.

    It is surely possible. This will require complete PHP coding. I can do it for you within $75, as it's a complicated PHP script!

    I omitted one item in my origonal post, the requirement to send an automated email out to the advertisers to notify them that their listing has expired after their one month listing. At the very least if I have to mail them I need to know when their URL was listed and be notified when it expires. Is this achievable?

    To date I have a couple of offers, but none incorporating all the functionality I require, so if anyone is able to offer the total package, please PM me to discuss rates please, or I will have to compriomise I guess.
