.cn and other TLDs - Optimization and Ranking them For Google.com

I just recently got approached by a client who has purchased a .cn variation of a very popular (non-trademarked) name. They want to build out the website with the products in hopes that it will rank in Google.

To be honest, I don't really go too deep into TLD rankings across the different country-specific search engines, such as .co.uk TLDs ranking well in the .com version of Google, etc. I don't see it much myself, but wanted to see if others have experience or advise in this area.

Would optimizing this .cn domain and spending lots of $$ on link building be useless if this client wants to have it rank well in the .com version of Google?

    Thanks for the help!

I will really doubt it the website will rank for the ".com" version of Google... However for Google China it should rank very well.. Why would they want to rank well under Google .com ??... I'm based in the US and I would definitely not be interested in a Chinese website - I would look for US based websites for information...

Thanks for the extra information. That's what I figured but just was not sure.

@empleo -- The reason they purchased the .cn version is because is it a very high searched phrase and they bought the exact match domain. I think they just thought that it would rank decently in the .com version of Google with some links... but perhaps they can use it solely to target the Chinese market, as they wanted to target specific products to China anyway.
