Take a site such as planet renders (google search it), do they base their site on a CMS and if they were hosting an article what would they use?. I simply find using dreamweaver all the time and having to upload alot too time consuming. Except at the same time I would liuke the site to have my own HTML and my own skin. Is there some sort of API only CMS I couhld use or something?

Why not use a free CMS like joomla or drupal? I build custom CMS's for around $300

You can even use something simple like WordPress as a CMS
