I am looking for a CMS that does not need a database. Language can be PHP, Perl, or .NET. Does any such beast exist?

You mean a text-file based CMS? I can't imagine there's any good ones.

Me neither, but I have a client that insists on using a crappy, home-town telephone company for hosting. They charge $25 a month for 100MB of space and 5 GB of transfer. They do not have any kind of database and won't install one. I've recommended moving to a different host of course, but ... :(

How many of the typical CMS functions does your client need?

I have seen a couple of them around in my travels. Let me check my favorites and see what I can find.

I found CMSimple (http://en.wikipedia.org/wiki/CMSimple) and phpCMS (http://en.wikipedia.org/wiki/PhpCMS), but I'm not familiar with either one. For features he needs something that doesn't have a huge learning curve and won't require him to muck about with HTML. He needs to be able to upload a PDF newsletter he creates on his local machine (and remove previous newsletters). He also would like to allow for an editor account since he "shares" the site with his car club. He wants members to be able to update a calendar and possibly post news items. He needs to integrate some external scripts as well (like some pet finder form). A final wish is to be able to use different templates for different sections of the site. For example, the car club part of the site should be able to use a car template while the pet part of the site should use a pet template.

None of these are real deal killers. I've covered my butt by explaining that he essentially has three choices:
    1) He gives up some of his desired functionality
    2) I custom code everything and he pays through the nose
    3) He switches to a better host.

One thought I did have was that he is willing to switch hosting companies so long as the host is local. His big thing is that he doesn't want to send his dollars to California or India or some remote place (he and I had a long discussion on Adam Smith's Wealth of Nations during our initial interview). All the local web hosting companies are insanely over priced ($25/mo for 250MB, 10GB of transfer, phop, and mySQL is the best I found!). I'm wondering if I should sign up as a reseller at someplece like http://hostdepartment.com/resellersandpartners.html, and then claim that I'm a local web host. My logic is that even by using the local telco, a good chunk of his money is going out of the region anyhow (they lease lines from Envoy). I'd be in a position to charge him less (so more money stays in his region), and I'd make a few bucks on the side too. Is that being deceitful?

If he's willing to overpay for hosting maybe he's willing to overpay for a custom CMS developed by you. ;)

The reseller hosting is fine too.

    Try http://drakecms.sourceforge.net

It can be used with database or flat file as you need.

but I got a problem is that I m not being able to rename it 's 'Drake CMs news'

If you can do them please say me.

As well if you are looking for a very simple script then I have got one.It will help you to start very simple CMS website with flat file database

I've been playing with nanocms (http://nanocms.kalyanchakravarthy.net/) for a couple of new sites. It doesn't need a database and so far I'm quite impressed. I don't know if it has all the features you need but you could probably add stuff on.
