2GB dedicated ram is not a "minimal" specs for cloud actually you are talking about an high ends cloud hosting. VPS.net is the cheapest solution for Cloud, with your specs you are looking at around 120$ (cPanel include) I've also contacted you via PM.
There are tons of web hosts available in the market, but I'd recommend you to choose reputed and time-tested company. Read customer hosting reviews - they will help you in making final choice.
If you are paying for a site, you really should make sure you have all of these. Note that some commercial hosts do not allow you to install PHP or CGI scripts without their approval. This is not desirable since it means that you have to wait for them before you can implement a feature on your site.
cloud hosting is old wine in new bottle, it sucks during troubleshooting I got many problems at clupuptime and i always recommend VPS hosting. for your budget I recommend shopaserver's VPS at phoenix. good luck!
