Cloaking sites, duplicates - is this allowed?

    Searching for my company name, I found a whole slew of sites that seem to be cloaking content, feeding something keyword rich to the googlebot.
    http://64.233.171.104/search?q=netmidwest&hl=en&lr=&start=85&sa=N
    The sites with wwnumber.domain.tld - many have dupe content:
    http //www373.infobuyers.info/
    Shows adsense ads for 'Magic the Gathering' :confused:
    http //www287.bargainclub.info/
    Shows hosting related ads

    I don't think these sites would be there except for adsense...
    and are those content based ads at the bottom?

    It is against the TOS.

    And what you see at the bottom are paid search listings provided by a marketing company, I guess a competitor to Adsense. Once again, against the TOS.
