Client request - Duplicate Content

    duplicate content as everyone knows is really bad but my client wants to create a website with content from his big authority website.

    Two constraints are as follow
    1. No change content
    2. unique content will be part of website after 6 months
    Options i have for SEO are as below :
    1. meta tags
    2. structure of website
    3. backlinks.
    please do guide me with a compact plan that can help in making it a success.

    So you want to make a second web site base on the content of another web site, is that it?

    If duplicate content is bad, then why do google not penalize the zillion sites that carry the same press release?

    But it does! Or at least it gives you no serp rank as if the content was original. Let's say a web site does an article for "25 best Free SEO tools for content marketing". You duplicate that post on your website. You will not get a good SERP rank. All the web sites with original content will rank in front of you. So you may not be penalized, but not favored for original good quality content.
