The reason is they want top notch publishers and traffic. Odds are that a freely hosted domain does not get premium traffic. Maybe register a domain and get something going with that.
Also with clicksor you are going to need at least ~5000 page views a day. Just letting you know this tidbit before applying. I didn't read and got rejected because I didn't meet that requirement. On another note, I've been on some free hosts and one risk with a free host is that the host could shutdown without your knowledge and that can cause problems I guess with clicksor, etc.
