This will continue to happen until authorities in the worst offending countries do something to crack down on the amount of e-crime originated there. Just look at all the Nigerian scams. I've never heard of a single criminal being even arrested, let alone convicted. I'm afraid until then, Africa will be on the blacklists for many payment processors. Or you could just form an offshore company instead.
