i read that any clickbank accounts left dormant will have their earnings deducted on a periodic basis. but what if the earnings is zero? will it go to negative or stop at zero?

deductions start after 6 months, if your account is zero it goes to
negative they would take it out of any future sales you make on that
    account

doesn't matter too much if you are the kind of affiliate that generate 2-5+ sales a day

I'm pretty sure they deduct the earnings at a very slow pace, so you might as well keep the same account so you don't lose earnings already stored in that account.

if you are that kind of affiliate, then why would your account
    become dormant?

How would they bill you anyway, if that was true, which it isn't. As they don't have any cc info.

If your account doesnt hardly ever generate sales what is the point of affiliate marketing anyways?
