I use GeoClassifieds lite (just google it first thing that comesup), everything is pretty much customizable like colors, images.... I think you can upload a css but im not sure you might have to consult the FAQ's
I have developed different types of listings sites (whole process) Some of my clients were asking for customization, but in result found that best customized scripts is personally written on their needs. I'm talking about serious projects, btw.
