CJ Web Services - provide tracking and payments for my clients

Has anybody ever developed any account sharing / commission payout services using Commission Junction's Web Services?

I wonder about if this type of thing is encouraged? I want to set up a payment system that uses a single PID (but divides separate account earnings / clicks, etc to a SID value). The payment system would pay the commissions to the accounts based on their SID value association. The tracking data is all returned through one of their web service api calls.

Is this legal? I don't want to get too far into development before I find out that they don't allow this sort of use.

Yes, it's legal, it's what auctions ads use, and there is another site (that i don't remember the address) that do the same
