If i had a blog about affiliate programs for people who owned dog related websites, could i make money by referring them to CJ. Once they signed up for CJ would they be taken to that specific dog service? I am new to CJ and dont know much about their signup incentives.
Nope. CJ doesn't pay for referrals to their network. In the Affiliate MArketing General forum you'll find more people with expertise in this area however.
