If you are using banners to promote a site from Cj and they are not relevant then it will not work. You can make money from low traffic sites if you use "Products" that are relevant to the sites niche. If you use Products and add content slowly through a blog (Triangle Marketing) then your sites traffic will grow and you will sell product. If an advertisers accepts your application you can sell their products. Good luck

what products are you promoting with CJ? My best earnings through CJ is eBay. eBay is easy to promote because if you write about an interesting auction and link to it, people will click to it.
What I mean is if your site is about cars and you promote Products about cars your conversion rate will be better. I use products not banners. I totally agree with depotgang. It's not all about the traffic, but how targeted it is. With quality, organic, targeted key words you can drive solid conversions without the mega traffic some would expect. I have found that it is all about who you promote, what they offer to your readers, the context within your site, and your succees with the search engines. Good luck!
