I've encountered with the same problem.
The probable answer is that you're not from US,Canada,Australia, right?

    hi:

It's common that eBay auto reject non US affiliate. You can try to appeal.

I was too turned down by eBay US. I wrote numerous letters to CJ and eBay to no avail. Later , I found out that many non US affiliates suffer the same problem like me.

Solution? Apply to eBay UK, the payout is not too bad plus they have not problem taking international affilaites.

It's too bad that eBay US rejected me, I used to earn thoudsands with them via partnership. Well, what can i say, it's their loss. ;)

    cheers,
    CY

I was also declined by the Ebay.com but they accepted me on Ebay.co.uk...
Most of my visitors are from U.S.A
So, in order to get a commission they have to register (or bid) with Ebay.co.uk ?!
What should we do? Move to the U.S.A ? :)

I'm getting denied by eBay.co.uk although i got approved from eBay.com lol weird things -.-

@adigital: Do NOT send USA traffic to eBay.co.uk since you will earn $0!!! If the click on the eBay.co.uk site and then from that site register and obviously choose USA as their country, they will get redirected to eBay.com, which you are not working with, and you will loose your lead! Trust me on this.. I can get you in eBay.com but you can only earn $8/lead :/

I was also only accepted for the UK based eBay affiliate program and declined for the US one. I´ve written my affiliate manager on CJ.com, but that didn´t helped me at all.

So now I´m a eBay.co.uk affiliate. My question is, how to especially target the UK market? I mean, if I make an english speaking site, there would be a big chance that I´ll get US visitors, although I only need UK ones. Any suggestions?

    Thanks in advance :)

    Querblogger:

To drive Uk traffic, i suggest the following:
    1. PPC via Yahoo! Search UK;
    2. Promote for products that appeal to UK market only. for example, I can find out UK trends here:
    http://uk.dir.yahoo.com/buzz/
I look at Sports category, "Mancester United" is hot right now.
Now confirm the data in Google Trends:
    http://google.com/trends?q=Manchester+United&ctab=0&geo=all&date=all&sort=0
You will see the the top cities/regions where the most searches come from is England and Irelend. Bingo!
what's next? promote MU related products! it can be players' poster, T shirt.. .etc etc. the sky's the limit !

i faced the same issue too....till now...and below was the reply from CJ....

Thank you for your inquiry. Upon reviewing your account I see that eBay has declined your application to their United States program. The declined application status that you are seeing is not a error; the advertiser has chosen not to allow you into their program. Below is a summary of the process of what can happen when you make an application to an advertiser program:

    (1) Automatically Approved--You will be notified immediately if an advertiser has automatically accepted you into their program. The system has matched the account information associated with your publisher account and the approval criteria in the advertiser account and automatically accepted you into their program.

    (2) Automatically Declined--You will be notified soon after you have applied that an advertiser has automatically declined your application. The system has matched the account information associated with your publisher account with the approve/decline criteria in the advertiser account and automatically declined your application. Some of the reasons an advertiser may have declined your application:

--An advertiser may elect to only work with established publishers who generate a specific volume of revenue.

--An advertiser may elect to only work with publishers in specific countries (this could simply be because they do not do business in other countries or they do not ship to certain countries).

--An advertiser may elect to not accept publishers who have special programs, incentive sites, paid search or email marketing.

--An advertiser may have elected to set a cap on the number of publishers with whom they are currently working.

    (3) Manual Review--An advertiser may elect to manually review all publisher applications to see if your web site or programs are compatible with their affiliate marketing objectives. In some cases advertisers have their own internal review process while others use affiliate review specialists at Commission Junction.

(NOTE: Because publishers can sign-up for an account in the CJ Marketplaceâ„¢ for free an advertiser may receive hundreds of new applications every week. In some cases the manual review period could be within a few days or weeks. However, advertisers that have a backlog of applications could take even longer. Please be patient and, if necessary, try contacting the advertiser directly.)

    (4) Declined After Manual Review--An advertiser may elect to decline your application after manually reviewing your account, web site or program specifications. We encourage you not to take this personally—the advertiser simply is making a business decision to find affiliates who are compatible with their own affiliate marketing goals. Some advertisers have very strict policies regarding the types of publishers with whom they wish to have relationships. In some cases advertisers desire to exercise caution with respect to the growth objectives of their program.

    (5) What Can You Do If You Have Been Declined?

    Here are some suggestions:

Contact the advertiser through the “Mail” feature in your CJ Account Manager™ by selecting the “Mail” tab and the “Compose” sub-tab. When the mail form appears, select the advertiser you wish to contact in the drop-down menu. The drop-down menu will include all advertiser programs to which you have applied (including active, pending or declined relationships). Bear in mind that advertisers receive a lot of inquiries from publishers and they cannot respond to every message.

Evaluate your program objectives and web site content. There are nearly 2,000 advertisers in the CJ Networkâ„¢. If you have been declined by some advertisers there will always be many others that are eager for you to promote their brand and products. In fact, many publishers have had great success by working with newer or smaller advertisers to create content sites with articles and information directly related to types of products or services offered by the advertiser.

Read and learn about tips and strategies for building a successful affiliate marketing program. There are many excellent articles, topics and tutorials at CJU Online to help you succeed in this industry which is really still in its infancy. In fact, affiliate marketing is growing so quickly and changes occur so rapidly it is imperative that you regularly consult CJU Online in order to keep up with the latest trends and information.

You may apply to as many advertiser programs as you want but you must be accepted into their program to be able to place their links on your website to earn commissions. Remember you can get answers to most of your questions 24 hours-a-day by logging into your CJ Account Manager™ and clicking on the “Help” link. We hope this answers your question. If you have further questions, please don’t hesitate to contact us.

aaheroe is linking to eBay forum. I've tried to talk to a staff via that forum, but you get those standard reply from them and yet never solve the problem.
