CJ Affiliate Referral Program/Two-Tier

Does anyone know if CJ offers commissions for people that:

1. Refer new publishers to CJ directly.

2. Refer new publishers to CJ advertisers such as eBay etc.

One company mentioned a Affiliate Referral link that can be used for this purpose, but I cannot find any info on CJ's website.

eBay used to have a two-tiered program, but cannot find any info on that program either.

for US publishers you can refer people to CJ and get $2 when he makes his first transaction.

 

I've been wondering this too. Where do we find out referral link if we want to refer someone to sign up as a publisher?? I've searched everywhere and can't find it.
