I am not sure, but I think he is talking about Al-Qaeda as if it was an army, which is not the case, its like saying that Al-Qaeda did not exist before 2001, just because they did not do a big terrorist attack.

since the beginning, "the war on terror" was fought with the wrong tools, I surely hope the terror would stop, but the way Bush "fought" it helped in making it stronger.

    Interesting article.

I think we are getting better with fighting terror since we have now been focusing more on the civilians and all. We speak with them and get their help. That plays a huge role.

If Micheal Scheuer says Al-Qaida is defeated, then I'll believe him.

If CIA says Al-Qaida is defeated, I'll believe them.
Hell, even if George Bush says Al-Qaida is defeated, I'll still believe him.

Finally, the WAR ON TERROR would come to an end... :)

    Peace..........

I wish it were true and then maybe we could have peace. They only said that so they can move onto Iran.

If you read the article you'll notice that Al-Qeada is defeated in Iraq and Saudi Arabia not around the world.

Actually if you read the article it states..
Since when is 'near strategic defeat' the same as being defeated?

Well considering they were not in Iraq for the most part until we drew them there, considering it is never stated full out defeat but 'near' strategic defeat, considering the type of organization is not like a large standing army in any one particular spot, considering the border area of Pakistan, I'd say you're not seeing the full picture to be totally truthful.
