chinese websites and duplicate content

    Hi folks, I'm wondering if anyone could shed some light on how the Chinese companies are dominating the top spots in Google? The top spots are spammed by Chinese sites kidding on they are UK based? The sites are full of key word spamming and duplicate content and duplicates of other websites, I thought this would be impossible with Googles new filters?

    That may be possible because google may have not yet developed an algorithm for their type of characters.
    Actually the Penguin and Panda are being used only for English website, i am pretty sure that for other languages is still on development.

    it is really a problem for google. and it is hard to solve.
