While IE9 and IE10 are better, they still aren't as good... I really doubt IE can come back from their freefall of browser share loss. Example... In the last month on this site, the top 4 browser market share is as follows: 1. Chrome - 42.47% 2. Firefox - 31.81% 3. Internet Explorer - 10.39% 4. Safari - 8.77% Compared to the same time a year ago: 1. Firefox - 38.42% 2. Chrome - 33.80% 3. Internet Explorer - 14.47% 4. Safari - 7.29% What does that tell us? In the last year, Chrome is sucking up more and more market share at the expense of Firefox and Internet Explorer. Internet Explorer's marketshare decreased 39% just in the last year. At the rate it's going, Safari is going to be more popular than Internet Explorer next year.
Bests the competition in what way? By developing it for a single platform: Windows? Firefox and Chrome run on: Windows, Mac, Linux, Android, iOS, Blackberry and sync all of your data with you to all of these platforms! IE's go nothing but a healthy disregard for the demise of the PC.

And when it gets wide adoption in maybe five years, it'll be behind again. Look, as a web developer, I like what IE10 has to offer. But the reality is that Microsoft absolutely sucks at making people upgrade, unlike every other browser, so it doesnt matter how good IE10 is.
