Checking transactions as a third person party?

    Let's say one person sends some money to another person VIA PayPal. Can I as a third person party check (without logging into their paypal accounts) that the payment was sent and recived if I know all the transaction details and both partys agree to me checking?

    P.S.
    What about if the payment is sent VIA direct bank account transfer?
