Yahoo Site Explorer and backlinkwatch.com are two of the ones I use. I don't focus on PR when trying to acquire backlinks or even when monitoring my competitors.
I think backlinkwatch also count nofollow links to your site. So, it is not of much use. Google is the best way to find backlinks.
I've been using backlinkwatch.com for a while and like it, but I just checked out linkdiagnosis.com and its prety good too...

To use Google to check for backlinks do the following 1. Go to https://www.google.com/webmasters/tool 2. Add your site. Verify and set it up as per the simple instructions provided. 3. Once setup click on your site name in Google Webmaster 4. Select Your Site on the Web -> Links to your site and it will show you the results. Typing link:<web site address> in the Google search window helps too but data is not as reliable
