A friend of mine just showed me his adwords accounts for his dating site. He has been making adwords accounts and registering them with a temporary card number. He runs up hundreds of dollars in adwords fees and when it comes time, google cannot charge his card. I am surprised google has not caught on
Do you really believe he is doing this? He'll more than likely get sandboxed on his entire domain, or blacklisted. Not the best idea in terms of longevity, reputation or sustainability. But, make sure he throws 90% of that cash into a reserve account. He'll need something to pay the attorney fees as it may be felony charges levied by Google/Credit Card networks...

he can't be using the same domain on different adwords account then, google is too quick in this, how many time he had done this?
ok ethics issues aside, he's definitely going to hear something from Google's legal team if he keeps using the same domain. there's just no way around it because even if you use different domains as landing pages to avoid getting sandboxed they can still track who the owner is
If he's using fake credit card numbers and not paying his bills... that's not just a rule violation, that's fraud. Your friend is probably going to end up in prison
