    Adwords because it can bring some good traffic for the money you spend. Some of the cheaper sites that charge 1cent per click will bring worse traffic meaning that Adwords will probably end up being the cheaper solution.

    try adwords, but with not very popular keywords, it should be cheap enough based on traffic quality..

    Because he wants to buy traffic... he's not looking for the lowest site for him to publish ad's, he wants to advertise.
