DEpends what you consider Cheap Anyway theres no MAGICAL Method Combine all to get results Most can be done by any one but IT's time consuming ....

Two different questions. The cheapest is directory submissions. The most effective of the one's listed was probably article submission, but we'll have to see how that changes post the panda update.
It depends on what resources you have and on what niche you are, if you has good English skills the best and cheapest would be article submission, if your niche is very active and have couple of blogs and forums about the niche then the cheapest and most effective would be forum posting and blog commenting.
I think all free methods are cheap as well as effective for link building. Like Social Bookmarking, directory submission, forum posting, blog comments, article submission, blogger.
