I was always taught to never buy traffic like this. You have almost no way of determining if they have fulfilled their promise. You might be able to give them a tracking url that clicks through to your site and then you can see if you really got all the visitors you paid for. If you buy traffic this way then I recommend that you always use a tracking url.

The only way to get quality traffic online is to either purchase it via ppc from a reputable company or search engine, or pay on a cpm basis, or put in the work and time to generate your own traffic using free methods.
