Cheap PHP programmer needed for horse sim game

    I am looking for a cheap PHP programmer to code a horse sim game. If you are looking for experience and notoriety, you may place a permanent copyright on the site, along with a link to your programming website. Because of my limited budget, I am looking for someone willing to do it for the above reasons more than the money. However, because it is an extensive project, I am certainly willing to pay a fair price.

    The features needed for this project are as follows.


    Administration Panel:
    1. Ability to suspend, fine, or ban players based on IP address or account
    2. Ability to manually create races to fit the needs of the horses on the game
    3. Ability to post "news" updates
    4. Ability to raise/lower site fees


    Game systems

    1. Registration system, along with login system
    2. Horse creation systems: Breeding (where attributes are taken from parents) and Creating (where attributes are random)
    3. A racing system (Where attributes, random factors, owner skill determine the winner)
    A. -Players can dictate instructions to jockeys for races.
    B. Jockey report (Players can read how their horse performed in the race by getting reports from the jockey)

    4. A selling system: Auction, public sales, private sales, claiming races.
    5.A training system: Where players can improve and test their horses
    6. A system for exchanging money between players and administrator. (Easy, automatic sending and receiving through Paypal, perhaps other payment options)
    7. A referral system (Where players can refer friends and earn rewards)
    8. A system for stakes nominating horses (players have option to pay additional 2$ at time of horse's creation to have their horse eligible for stakes races. Horses without stakes nomination may not run in stakes)
    9. Race eligibility system (Only races which horses are eligible for are displayed/can be entered. Horses denied entry into races they don't qualify for)


    Shop

    1. Players can purchase feed, special shoes, and equipment at the "shop" to increase horse performance.
    2. All add-ons to have specified number of "uses" before no longer working.
    3. Players have "inventory" to store items they purchase at shop (Can later equip/use on horses they choose)




    Build A Tycoon

    Players can purchase the following upgrades to improve their estate:
    1. Farm (Allows player to purchase other upgrades)
    2. General Barn (Allows player to increase horse capacity)
    3. Breeding Barn (Allows player to breed horses)
    4. Trainer (Increases training efficiency by 10%, must pay monthly "salary")
    5. Breeding consultant (Offers breeding advice to players, monthly "salary", offers 10% boost to horse offspring)
    6. Training track (Increases training efficiency by 10%, one time fee)
    7. Groom (Decreases all site fees by 5%, one time fee)
