    You wont find KVM VPS in that price, its not worth for the providers to sell it. Better get a Dedicated server.

    If it would be $40/mo., i can do it and it would be with DirectAdmin. But as your budget is $30 i was unable to find any provider for you that sells for this price such high RAM dedicated VPS with 100GB SSD.
